However, managing this program is challenging due to fluctuations in complex KIA problems, mainly caused by limited budgets and weak planning and budgeting processes.

In Deli Serdang Regency, the program faces significant challenges, including limited resources and inadequate planning and budgeting processes. The Deli Serdang District Health Office is responsible for implementing the KIA program, but its effectiveness is hindered by the lack of a scientific approach to planning and budgeting.

Methodology

This study employed a qualitative approach to analyze the planning and budgeting process of the MCH program at the Deli Serdang District Health Office. The informants consisted of various parties involved in the process, including:

Results

The results of this study show that the planning and budgeting process of the MCH program in the Deli Serdang District Health Office has not fully followed the guidelines set by P2KT in the health sector. The most important steps, such as situation analysis, problem formulation, and setting program goals, were carried out without a scientific approach and not focusing on the needs of the community. This resulted in the budget allocation for the MCH program not being comparable to the budget allocated for other fields, due to limited available resources.

Discussion

The findings of this study highlight the need for a more effective planning and budgeting process for the MCH program in Deli Serdang Regency. The current process is inadequate, and the program's effectiveness is hindered by the lack of a scientific approach. The study recommends that the Deli Serdang District Health Office implements overall performance-based planning and budgeting, increasing the active role of health cadres and standby villages to strengthen the MCH program at the community level.

Conclusion

The MCH program in Deli Serdang Regency faces significant challenges, including limited resources and inadequate planning and budgeting processes.
