The Influence of Personal Background and Political Background and the Board of Knowledge about the Budget on the Performance of the DPRD in the Regional Financial Supervision/APBD (Empirical Study of the Padang City DPRD)

Introduction

Effective supervision from the Legislative Institution (DPRD) is crucial in ensuring regional financial management is going well and accountable. The DPRD plays a vital role in overseeing regional finances, and their performance can significantly impact the quality of regional financial management. This study aims to examine the influence of personal background, political background, and council knowledge about the budget on the performance of the DPRD in overseeing regional finances in the city of Padang.

Background of the Study

The city of Padang is one of the largest cities in Indonesia, with a population of over 900,000 people. The city's regional financial management is overseen by the Padang City DPRD, which consists of 45 members. The DPRD is responsible for approving the city's budget, overseeing the implementation of regional financial policies, and ensuring that the city's finances are managed in a transparent and accountable manner.

Methodology

This study involved all members of the Padang City DPRD as a research population and sample. Primary data was collected through questionnaires given directly to respondents, and analyzed using multiple linear regression models with the backward method. The F test and T test were used to test hypotheses simultaneously and partially.

The Effect of Personal Background

In general, indicators of personal backgrounds do not show a significant effect on DPRD performance. That is, factors such as education, work experience, and age of DPRD members do not directly affect their ability to oversee regional finances. However, it is essential to note that personal background can indirectly influence performance through other factors, such as political background and council knowledge.

The Effect of Political Background

Although overall has no effect, there are two significant political background indicators of the DPRD performance:

The origin of the party: DPRD members who come from certain political parties have a positive and significant influence on their performance in regional financial supervision. This shows that the structure and value of the party can affect the commitment and strategy of members in carrying out supervision tasks.
Experience in the DPRD: DPRD members with longer experience tend to have a positive and significant influence on supervision performance. This experience gives them knowledge, network, and better understanding of the regional financial system.

The Effect of Council Knowledge on Budget

Just like political background, the board of knowledge about the budget does not have a significant effect on overall. However, there is one indicator that has a positive and significant influence:

Training/Seminar on Regional Financial Supervision: DPRD members who attend training or seminars on regional financial supervision show better performance in carrying out their duties. This shows that the training and professional development program can improve the ability of DPRD members to understand and supervise regional budgets.

Conclusion

This study shows that political background and council knowledge about the budget play an important role in determining the performance of the DPRD in regional financial supervision. Although personal background does not show a significant effect as a whole, there are important indicators in political background and council knowledge that can improve supervision performance.

Recommendations

The results of this study can be taken into consideration for the Padang City DPRD in improving the performance of regional financial supervision. Improving the quality of DPRD members through training, professional development, and strengthening the structure of political parties can be a strategic step to achieve more effective and accountable regional financial supervision.

Limitations of the Study

This study has several limitations. Firstly, the study only focused on the Padang City DPRD, and the findings may not be generalizable to other regions. Secondly, the study only examined the influence of personal background, political background, and council knowledge on the performance of the DPRD, and did not consider other factors that may influence performance.

Future Research Directions

Future research can build on this study by examining the influence of other factors on the performance of the DPRD, such as the role of civil society organizations, the media, and the public in regional financial supervision. Additionally, future research can explore the impact of regional financial supervision on the quality of regional financial management.
