Introduction

Indonesia is still facing significant challenges in reducing birth rates and improving the quality of human resources. One of the key efforts made to achieve these goals is through the Family Planning Program (KB). Although the family planning program has shown success, there are still many obstacles in its implementation. One of the main challenges is the still low scope of new family planning acceptors. The quality of family planning officers, the availability of puskesmas facilities, and adequate infrastructure are some of the factors that influence the achievements of new family planning acceptors.

The Importance of Family Planning Officers and Facilities

The quality of family planning officers, which includes good education, training, and supervision, and adequate puskesmas facilities can increase the scope of new family planning acceptors. Family planning officers play a crucial role in promoting and providing family planning services to the community. They are responsible for educating the community about the benefits of family planning, providing counseling and guidance, and distributing family planning methods. The availability of puskesmas facilities is also essential in providing family planning services to the community. Puskesmas facilities provide a range of services, including family planning counseling, distribution of family planning methods, and maternal and child health services.

The Study

An observational study with a latitude cut design was conducted in Dairi Regency in September to October 2012 to analyze the effect of the development of family planning officers and family planning facilities and infrastructure on the scope of new family planning acceptors in Dairi Regency in 2012. The study involved all Maternal and Child Health Program Coordinators (KIA)/KB in 18 Puskesmas in Dairi Regency. The data obtained were analyzed using the Chi-Square test and multiple logistics regression.

The results of the study showed that the development of family planning officers (P: 0.006), training (P: 0.035), and Puskesmas facilities (P: 0.012) had a significant effect on the scope of new KB acceptors. The development of family planning officers has an influence of 88.9% on the scope of the new KB acceptor in Dairi Regency.

Based on the results of the study, it is recommended that the manager of the Women's, Child and Family Planning Empowerment Program (PPAKB) increases the development and supervision of family planning officers. This can be done by building a good coordination system between family planning officers and puskesmas and providing adequate internal training in Dairi Regency.
