According to the World Narcotics Report published by the United Nations Office on Drugs and Crime (UNODC) in 2020, there are approximately 275 million people worldwide who are caught in the cycle of drug abuse. In Indonesia, particularly in the Province of North Sumatra, the number of drug abuse cases is staggering. The National Narcotics Agency (BNN) reports that more than one million people, or around 10% of the total population in this region, are estimated to be drug abusers. The widespread presence of drug trafficking poses a significant challenge, but prevention efforts through medical and social rehabilitation processes can help restore victims from the negative impact of drug use.

Rehabilitation centers play a crucial role in helping victims of drug abuse recover from their addiction. The data obtained was then analyzed qualitatively, leading to the conclusion that the implementation of social rehabilitation programs based on spiritual biopsychosocial principles at the BNN Deli Serdang rehabilitation was running according to Charles O Jones theory.

The social rehabilitation program implemented at the BNN Deli Serdang rehabilitation center has three main standards in its implementation, namely organizing, interpretation, and application. In the aspect of organizing, there are four indicators that show success, namely the existence of a clear organizational structure, adequate human resources, availability of financial resources, as well as supporting facilities and infrastructure. This is essential to create a conducive environment for the rehabilitation process.

Furthermore, in the aspect of interpretation, the program must be in accordance with various regulations and applicable instructions. The three indicators that become a reference include compatibility with established regulations, clear implementation guidelines, and appropriate technical guidelines. This shows that every step in the program has been structured and well planned, which in turn will have a positive impact on the results of rehabilitation.

Finally, the application aspect includes three important indicators that must be met, namely the existence of concrete work programs, clear work procedures, and regular schedules of activities. These three indicators ensure that every activity in the program can be carried out well and measurable, so that it can have a significant impact on rehabilitation participants.
