Introduction

Regional Original Revenue (PAD) is a crucial indicator in assessing regional financial independence. In the context of North Sumatra Province, understanding the factors that influence PAD is essential for policymakers to develop effective regional development strategies. This study aims to analyze the effect of regional expenditure and per capita income on PAD with inflation as a moderating variable in the district/city of North Sumatra Province.

Background

Regional Original Revenue (PAD) is a significant source of revenue for local governments in Indonesia. PAD is generated from various sources, including taxes, non-tax revenues, and regional expenditure. The amount of PAD received by local governments can have a direct impact on the welfare of the community. In the context of North Sumatra Province, understanding the factors that influence PAD is essential for policymakers to develop effective regional development strategies.

Methodology

This study used a multiple regression analysis method to test the hypothesis. The research samples were taken from 33 districts and cities in North Sumatra Province, with 20 of them being the object of research. The data used includes the period 2006 to 2010 and is a combined data between time series and cross sections.

Results

The results of this study indicate that regional expenditure and per capita income have a positive and significant influence on regional original income, both simultaneously and partially. This indicates that an increase in regional expenditure and per capita income can have a direct impact on increasing PAD. However, this study also found that inflation had no effect as a moderating variable in the relationship between regional expenditure, per capita income, and regional original income.

Discussion

The results of this study have several implications for policymakers in North Sumatra Province. Firstly, regional expenditure policies and efforts to increase income per capita must continue to be pursued by local governments. This will have a positive impact not only on PAD, but also on the welfare of the community. On the other hand, although inflation does not act as a moderating variable, a controlled inflation condition remains important to maintain regional economic stability.

This study provides valuable insight for policymakers in planning and implementing regional development strategies. A deeper understanding of the effect of regional expenditure and per capita income on PAD is very crucial to achieve sustainable development goals in regencies and cities in North Sumatra Province. The results of this study can be used as a reference for policymakers to develop effective regional development strategies that can improve the welfare of the community.

Based on the results of this study, the following recommendations are made:

Regional Expenditure Policies: Regional expenditure policies and efforts to increase income per capita must continue to be pursued by local governments.
Inflation Control: A controlled inflation condition remains important to maintain regional economic stability.
Sustainable Development Goals: A deeper understanding of the effect of regional expenditure and per capita income on PAD is very crucial to achieve sustainable development goals in regencies and cities in North Sumatra Province.

Limitations

This study has several limitations. Firstly, the data used in this study is limited to the period 2006 to 2010. Secondly, the study only focuses on the district/city of North Sumatra Province. Future studies can expand the scope of the study to include other provinces in Indonesia.
