Introduction

Mangrove forests play a vital role in maintaining environmental balance, especially on the coast. However, in Tapak Kuda Village, Tanjung Pura District, Langkat Regency, North Sumatra, there was a transfer of conservation land for mangroves into a pambakan land. This study aims to analyze the impact of the transfer of land on the socio-economic situation of local fishermen, using survey methods and statistical analysis. The transfer of land from conservation to agricultural use has significant implications for the sustainability of ecosystems and the socio-economic life of the fishing community.

The State of the Mangrove Forest in North Sumatra

Mangrove forests have unique characteristics and functions as a habitat for various fish species and as a protector of coastal abrasion. In North Sumatra, the area of mangrove forests reached 90,093 hectares, with around 35,000 hectares in Langkat Regency. In conservation efforts, around 15,765 hectares of the land were protected as wildlife reserves. However, the transfer of land functions is a serious problem, because it can threaten the sustainability of ecosystems and the socio-economic life of the fishing community. The loss of mangrove forests can lead to reduced fish habitats, decreased fish catches, and reduced income for fishermen.

The Impact of Land Transfer

The results showed that during the five-year period (1998-2002), Tapak Kuda Village experienced a transfer of 149 hectares of land from the Conservation Area of Mangroves into a Fulfill land. This has a significant impact on fishermen activities:

Frequency of Sea: On average, fishermen do 19 trips per month, compared to 24 trips five to ten years ago. This frequency reduction causes a decrease in the work time of fishermen.

Revenue Level: The average fishermen's income is now under the minimum living necessities, which indicates a significant decline in the socio-economic situation of fishermen.

The transfer of mangrove forest conservation land into a pambakan land has significant implications for the socio-economic situation of local fishermen in Tapak Kuda Village, Tanjung Pura District, Langkat Regency, North Sumatra. The reduction in fish catches, frequency of fishing, and revenue level indicates a decline in the socio-economic situation of fishermen. However, the community's awareness of the importance of the environment and their participation in conservation programs are encouraging. To improve the socio-economic situation of fishermen, it is recommended that the government and other stakeholders take strategic steps to improve resource management, infrastructure, education, and community engagement.
