Evaluation of Returning Rural Agribusiness Development Funds (PUAP) in Simpang Empat District: Case Study of Lingga Village, Karo Regency

Introduction

The Rural Agribusiness Business Development Program (PUAP) is a government initiative aimed at promoting rural agribusiness development in Indonesia. The program provides loans to farmers to support their agricultural activities, with the goal of improving their economic welfare. However, the implementation of the PUAP program in Lingga Village, Simpang Empat District, Karo Regency, has faced challenges in terms of loan return. This study aims to evaluate the implementation of the PUAP program in Lingga Village, with a focus on understanding the factors that influence the return of PUAP loans.

Methodology

This study employed a case study approach, with a focus on Lingga Village, Simpang Empat District, Karo Regency. The sample size was determined using simple random sampling, with a total of 100 farmers participating in the study. The data collection methods used were surveys, interviews, and document analysis. The data analysis techniques employed were descriptive analysis, t-test paired sample test, and multiple linear regression.

Results

The results of this study showed that the implementation of the PUAP program in Lingga Village was quite good, but the loan return was experiencing problems. The loan return time was found to be significantly different between farmers who borrowed PUAP funds and farmers who borrowed from cooperatives. The t-test results showed that farmers who borrowed from cooperatives had a higher return time score, which was 1684, while PUAP funding farmers only reached a score of 728.

The results of the multiple linear regression analysis revealed that the economic characteristics of farmers, such as age, education, number of dependents, land area, and income, had a significant influence on the return of PUAP loans. More specifically, education, land area, and income showed a significant effect on loan returns, which means that the higher the level of education, the more area of land they have, and the higher the farmers' income, the better their ability to return the loan.

Discussion

The results of this study suggest that the development of rural agribusiness business through the PUAP program still requires more attention in the aspects of financial management and counseling to farmers. By understanding the economic characteristics of farmers and providing appropriate education, it is hoped that the refund can run more smoothly and effectively, so that this program can contribute positively in improving the welfare of farmers in the village of Lingga and the surrounding area.

The implementation of more adaptive policies and support from the government and related institutions will be very important to improve this condition in the future. The government and related institutions should provide more support to farmers, such as training and counseling on financial management, to improve their ability to return loans. Additionally, the government should also consider providing more flexible loan repayment terms to farmers, to reduce the burden of loan repayment.

Conclusion

In conclusion, this study has provided valuable insights into the implementation of the PUAP program in Lingga Village, Simpang Empat District, Karo Regency. The results of this study suggest that the development of rural agribusiness business through the PUAP program still requires more attention in the aspects of financial management and counseling to farmers. By understanding the economic characteristics of farmers and providing appropriate education, it is hoped that the refund can run more smoothly and effectively, so that this program can contribute positively in improving the welfare of farmers in the village of Lingga and the surrounding area.
