Introduction

The effectiveness of the waste management system in an area is a crucial measure in maintaining the sustainability of the environment and public health. In recent years, the issue of waste management has become a pressing concern globally, with many communities struggling to manage their waste effectively. This study aims to examine the effectiveness of the waste management system in the Subtle Net Village of Secanggang, Langkat Regency, and to identify the challenges and efforts needed to improve its effectiveness.

Background

The Subtle Net Village of Secanggang, Langkat Regency, is a rural community located in the province of North Sumatra, Indonesia. The village has a population of approximately 10,000 people, with a growing economy and increasing waste generation. The waste management system in the village is managed by the local government, with the support of the North Sumatra Provincial Environment Agency and the Langkat Regency Environmental Office. However, despite the efforts of these agencies, the waste management system in the village still faces several challenges.

Methodology

This qualitative research uses a combination of data collection techniques, including interviews, observation, and documentation. A total of 11 informants were involved in this study, including representatives from the North Sumatra Provincial Environment Agency, the Langkat Regency Environmental Office, the Village Head, and the community of the Subtle Net Village. The data analysis was conducted using Duncan's theory, which includes three dimensions: achievement of goals, integration, and adaptation.

Results

The results of this study showed that the effectiveness of the waste management system in the Subtle Net Village was still not optimal. The dimensions of goal achievement were not effective due to several obstacles, including:

Lack of Sustainable Waste and Monitoring Services: This causes a buildup of waste and the difficulty of controlling the flow of waste.
Clean Friday Activities and Sustainable Cooperation Week: This program needs to be improved with higher involvement and awareness of the community.
The behavior of people who still throw garbage into the sea: Lack of awareness and access to adequate waste disposal sites is the main cause.

The integration dimension, which includes socialization and coordination between parties, was classified as effective. The North Sumatra Provincial Government through the North Sumatra Province Environment Agency has conducted regular socialization, while the Langkat Regency Environmental Office has also conducted socialization and temporary services to the Subtle Net Village. The Village Government of the Subtle Net Village also continues to work to socialize the Clean Friday Program and the Mutual Cooperation Sunday to the community.

The dimensions of adaptation related to the waste management system in the Subtle Net Village were not effective, mainly because:

Inadequate infrastructure: Lack of funding becomes an obstacle in building infrastructure supporting the waste management system.
The ability of human resources that are still inadequate in educating the community: The community requires sustainable education and is on target to increase awareness and participation in waste management.

Discussion

The results of this study highlight the challenges faced by the Subtle Net Village in managing its waste effectively. The lack of sustainable waste and monitoring services, inadequate infrastructure, and inadequate human resources are some of the key obstacles that need to be addressed. The community also needs to increase awareness and active participation in sorting and processing waste.
