Introduction

The Belawan Watershed Area (DAS) is a vital ecosystem that plays a crucial role in maintaining the environmental balance of the surrounding region. The Belawan Das, which extends from upstream to downstream and across the growth center of Medan City and the development area of Deli Serdang Regency, is an example of an endangered ecosystem due to the development of the surrounding area. If the Belawan watershed ecosystem is not considered in spatial planning, this ecosystem will be endangered. The Belawan watershed is a vital component of the regional ecosystem, providing essential services such as water supply, flood control, and soil conservation.

Methodology

This study uses a combination of GIS and spatial analysis techniques to analyze the current spatial planning of the Belawan DAS area. In the Medan City area, the Belawan Das has an area of 2,807.45 hectares, with a protected zone of 1,571.21 hectares and a limited use of 1,392.54 hectares. The study also shows that almost all ecosystem systems in the Belawan watershed that crosses the city of Medan are already paralyzed, including the buffer zone, the utilization zone, and the protection zone.

The results of this study highlight the importance of the integration of environmental aspects in spatial planning. Efforts to transfer people who live on the river bank with the help of housing soft credit, although it is a short-term solution, must be accompanied by integrated and sustainable spatial planning. Provincial spatial plans need to be used as a reference for district/city spatial planning, with a focus on the preservation of Belawan watershed ecosystems and sustainable development. This study also shows that good spatial planning must pay attention to the preservation of ecosystems, especially in regions with vulnerable ecosystems such as Belawan Das.
