Introduction

The growth and contribution of parking levies to regional levies are crucial factors in determining the overall revenue of a city. In the case of Jambi City, the parking levy is one of the sources of revenue that contributes to the regional levy. However, the effectiveness of this contribution is still a topic of discussion. This study aims to analyze the growth, contribution, and effectiveness of parking levies in Jambi City to regional levies from 2013 to 2017. The results of this study will provide valuable insights into the current state of parking levies in Jambi City and suggest potential solutions to improve their growth and contribution.

Methodology

The method used in this study is the calculation using the formula for growth, contribution, and effectiveness, as well as data processing through Excel 2007 software using time series data from the specified period. The data used in this study includes the revenue from parking levies and regional levies in Jambi City from 2013 to 2017.

Results

The results of the study showed that the growth of the Jambi City Parking Levy and the Jambi City Regional Levy was not able to significantly increase regional levy revenue, because it was still under the specified growth rate criteria. The average growth rate of parking levies during the 2013-2017 period only reached 3.34%, while the average growth rate of regional levies was less than 10.53%. This shows stagnation in the growth of income from the two sources of levies.

The contribution of parking fees to regional levies is also considered inadequate, because it is under the expected contribution criteria. The average contribution of parking levies to regional levies during the same period only reached 8.60%. This shows that parking fees have not been maximized in contributing to regional income, which should be used to fund various programs and development in the city of Jambi.

However, the effectiveness of parking levies and regional levy growth in Jambi City is quite good in increasing income. The average effectiveness of parking levies during the 2013-2017 period reached 83.3%, while the average effectiveness of regional levies reached 106.4%. This high effectiveness rate shows that even though the growth and contribution are low, the management of the existing levies is still carried out quite well, so as to produce significant income.

Discussion

The results of this study suggest that there are several things that need to be considered to increase the growth and contribution of parking fees. First, there needs to be an effort to increase the number of vehicles that use existing parking facilities. The development of adequate and strategic parking infrastructure can be one of the solutions. Second, socialization to the public regarding the importance of paying parking fees and its benefits for regional development also needs to be improved. Third, periodic evaluation of the existing parking levy tariff policy is also important, so that it can attract more parking users.

Conclusion

In conclusion, the growth and contribution of parking levies in Jambi City to regional levies from 2013 to 2017 are still considered inadequate. However, the effectiveness of parking levies and regional levy growth in Jambi City is quite good in increasing income. To improve the growth and contribution of parking fees, several efforts need to be made, including increasing the number of vehicles that use existing parking facilities, improving socialization to the public regarding the importance of paying parking fees, and periodic evaluation of the existing parking levy tariff policy.

Based on the results of this study, the following recommendations are made:

Increase the number of vehicles that use existing parking facilities: The development of adequate and strategic parking infrastructure can be one of the solutions to increase the growth and contribution of parking fees.
Improve socialization to the public regarding the importance of paying parking fees: Socialization to the public regarding the importance of paying parking fees and its benefits for regional development also needs to be improved.
Periodic evaluation of the existing parking levy tariff policy: Periodic evaluation of the existing parking levy tariff policy is also important, so that it can attract more parking users.
