Understanding Development Disparity in Langkat Regency

Development disparity is a pressing issue that affects many regions, including Langkat Regency. This disparity can be observed when analyzing the development of different areas spatially. The uneven distribution of development in various regions creates gaps between sub-districts, making it essential to understand the underlying sectors that drive regional growth. Understanding the basis sectors in each region is crucial in formulating effective regional development strategies.

Objectives of the Study

The primary objective of this study is to identify the basic sectors in each sub-district, understand the typology of the economic sector, and determine the extent of development disparity between sub-districts in Langkat Regency. Additionally, this study aims to recommend regional development strategies based on existing sectors. To achieve these objectives, the study employs a descriptive quantitative analysis method, which involves several analytical tools such as LQ (Location Quotient), sector-based classenan typology, Williamson index, and descriptive analysis.

Methodology of the Study

The study uses a descriptive quantitative analysis method to analyze the data. This method involves several analytical tools, including:

LQ (Location Quotient): This tool is used to identify the dominant sector in each sub-district.

Results of the Study

The results of the LQ analysis show that the agricultural sector is the base sector in most districts, with 16 out of 23 sub-districts in Langkat Regency. This sector dominates the regional economy and is classified in Quadrant I as the excellent sector. Meanwhile, other sectors included in the developing category (Quadrant II) include the processing industry, electricity, gas, clean water, construction, and financial and service sectors. On the other hand, the sectors that are classified as advanced but experienced pressure (quadrant III) are the mining and excavation sectors. Finally, sectors that can be considered lagging (quadrant IV) include trade, hotels and restaurants, transportation, communication, and services.

Development Disparity in Langkat Regency

The Williamson index value for Langkat Regency in the period 2008 to 2012 shows fluctuations, although trends generally decrease. This indicates a widen gap between sub-districts. From the results of the study, the highest development disparity was found in the development area (WPP) III, which included Tanjung Pura, Gebang, Babang, Sei Lepan, Brandan Barat, Besitang, Pangkalan Susu, and Pematang Jaya Districts.

Recommendations for Regional Development Strategies

As a strategic step, the development of agriculture and agricultural-based industries is highly recommended to overcome this disparity. The development of the agricultural sector will not only increase productivity, but also creates new jobs for local communities. Meanwhile, the strengthening of the agricultural-based industrial sector can be a driver for economic diversification and increase the added value of agricultural products.

Conclusion

Regional development strategies that focus on strengthening basic sectors will be very important to balance economic growth between sub-districts in Langkat Regency. A close cooperation between local governments, the community, and the private sector is needed to realize this strategy and make Langkat Regency a more prosperous and fair region in development.
