Introduction

Regional autonomy is a crucial concept in the Indonesian government's efforts to decentralize power and increase regional income. Karo Regency is one of the regencies in North Sumatra, Indonesia, known for its rich cultural heritage and natural beauty. The regency has a significant potential to increase income from restaurant taxes, given its growing tourism sector. However, the contribution of restaurant taxes to Karo Regency PAD is relatively small compared to other taxes, such as hotel tax, entertainment tax, and street lighting tax. This study aims to examine the role and magnitude of the restaurant tax contribution to Karo Regency PAD in the autonomy financing system.

Methodology

This study involved all employees of the Karo Regency Financial, Revenue and Asset Management Agency as a population. However, this research only took part of the population as a sample with purposive sampling technique. Qualitative research methods were applied by collecting data through interviews, questionnaires, and documentation from related parties. Furthermore, the data obtained was analyzed and tabulated to draw conclusions.

Results

The results of the data analysis show that the restaurant tax contribution to Karo Regency PAD is relatively small compared to other taxes. Data over the past two years (2017-2018) showed a restaurant tax contribution of Rp. 3,371,503,800 in 2017 and Rp. 4,173,179,435 in 2018. The low contribution of this restaurant tax can be associated with several factors.

Lack of socialization regarding the importance of tax tax and mechanism for restaurant tax payments can be a major cause. Second, oversight systems that are less effective in reaching all restaurant taxpayers. This can cause tax avoidance practices by several restaurant taxpayers. Third, the economic structure of Karo Regency which has not been fully dependent on the tourism sector which has a large potential to increase income from restaurant taxes.

To increase the contribution of restaurant taxes to Karo Regency PAD, strategic efforts are needed. First, increasing socialization and education to restaurant businesses about the importance of taxes and correct payment procedures. Second, strengthening the supervision and law enforcement system to prevent the practice of tax avoidance. Third, developing the potential of the tourism sector in Karo Regency to increase the number of tourists and income from restaurant taxes.

Conclusion

Through these steps, the contribution of restaurant taxes to Karo Regency PAD can be increased, thus supporting sustainable regional development. The findings of this study highlight the importance of increasing socialization and education, strengthening the supervision and law enforcement system, and developing the potential of the tourism sector in Karo Regency. By implementing these strategies, Karo Regency can increase its income from restaurant taxes and optimize its regional development.

Limitations

This study has several limitations. First, the study only focused on the role of restaurant taxes in increasing Karo Regency PAD. Second, the study only analyzed data from two years (2017-2018). Third, the study only involved a sample of employees from the Karo Regency Financial, Revenue and Asset Management Agency.
