The Role of Credit Union (CU) Activities in Empowerment of People's Economy in Karo Regency

Introduction

Credit Unions (CUs) play a vital role in empowering people's economy by providing financial services and promoting economic growth at the local level. In Karo Regency, North Sumatra, there are several CUs that have been established to serve the needs of their members. This study aims to examine the role of CU activities in empowering people's economy in Karo Regency, with a focus on CU Ras Malem in Barus Ginger District, CU Sangap Semari in Mardingding District, and Cu Rehulina in Kabanjahe District.

Background

Credit Unions are member-owned and member-controlled financial cooperatives that provide financial services to their members. They are designed to serve the needs of low-income individuals and communities, and to promote economic development at the local level. In Karo Regency, CUs have been established to provide financial services to their members, including savings and loan facilities, as well as non-formal education and training programs.

Methodology

This study used a descriptive and statistical approach to analyze the data collected from the three CUs in Karo Regency. The data was collected through surveys and interviews with CU members, as well as through the analysis of CU financial statements and other relevant documents. The study examined several hypotheses, including:

There is an increase in savings and loans of Credit Union members.
There is a relationship between the frequency of non-formal education followed by the success rate of CU members.
There is a difference between the use of credit for productive and non-productive activities.
There is a role in CU activities in empowering the people's economy.

Credit Union Performance in Karo Regency

The data collected from the three CUs in Karo Regency shows significant growth in CU performance between 1995 and 1999. The number of CU members increased by 11.36%, deposits by 39.38%, and loans by 38.65%. This shows the high interest of members, especially women, to participate in CU activities.

The characteristics of respondents reflect the profile of productive CU members. The average age of members is in the range of 40.1 years, of which 100% of them are women involved in the agricultural sector. The majority of respondent education levels are SLTP (72.58%) showing the need for further education to improve their ability to manage business.

Growth of Savings and Loans

The data shows that the average growth of CU member savings per year between 1995 and 1999 is 7.66%, while the growth of member loan reaches 19.52%. This shows the confidence of members of CU as a financial institution that is able to provide assistance in the form of loans to improve their economic welfare.

The frequency of cooperative education followed by members is also quite diverse. As many as 85.3% of members participated in monthly discussions, and 95% had attended agricultural technical education. Non-formal education followed by CU members helps them in increasing business capacity and entrepreneurial knowledge.

Allocation of Loan Usage

Analysis of the allocation of loan use shows that 59% of members use loan funds for productive activities. The largest use of loan funds is to buy production facilities and agriculture. However, 40.32% of members use loan funds for non-productive activities such as paying debt, home renovations, and education costs. This shows the need for intervention to encourage more loan use for productive activities.

Impact and Recommendations for Economic Empowerment

From the results of the study, the Credit Union activity shows a positive impact on community economic empowerment. There is an increase in business performance and laborers. However, the partnership between CU and supporting institutions still needs to be improved to ensure the sustainability and effectiveness of the program.

CU members tend to save money in the form of valuables such as gold, which can reduce CU liquidity. Therefore, efforts are needed to increase professionalism and CU services in managing finances so that members are more interested in storing money in CU.

Conclusion

This study confirms the importance of Credit Union activities in increasing the empowerment of the people's economy through the management of deposits and loans, entrepreneurship education, and support from partner institutions. With the right strategy, CU can be more effective in empowering its members and encouraging economic growth at the local level.

Based on the findings of this study, the following recommendations are made:

CU should continue to provide financial services and promote economic growth at the local level.
CU should improve its partnership with supporting institutions to ensure the sustainability and effectiveness of the program.
CU should increase professionalism and services in managing finances to encourage members to store money in CU.
CU should provide more non-formal education and training programs to improve the business capacity and entrepreneurial knowledge of its members.

Limitations of the Study

This study has several limitations, including:

The study only examined the three CUs in Karo Regency, and the findings may not be generalizable to other CUs in the region.
The study only collected data from CU members, and the views of other stakeholders, such as CU staff and supporting institutions, were not considered.
The study only examined the impact of CU activities on community economic empowerment, and the findings may not be applicable to other areas of economic development.
