Introduction

Village-Owned Enterprises (BUMDes) play a vital role in the economic activities of villages worldwide. As a social institution and commercial entity, BUMDes aims to generate profits by offering local resources (goods and services) to the market, while contributing to the community through the provision of social services. Community empowerment is one of the main focuses in improving the welfare of the village community, through various activities which include increasing community initiatives and non-governmental organizations, environmental and housing improvement, the development of village economic businesses, and the formation of village financial institutions.*

In this study, we will explore the effectiveness of BUMDes in empowering village communities in Tanjung Rejo Village, Percut Sei Tuan District, Deli Serdang Regency. We will examine the role of BUMDes in improving the welfare of the community and identify the challenges faced by BUMDes in achieving its goals.*

Methodology

This study uses a descriptive method with a qualitative approach. Data collection techniques are carried out through interviews, observation, and documentation related to the effectiveness of BUMDes in empowering village communities.*

The data obtained were then analyzed qualitatively with the Duncan theory model approach, which included variables achievement of goals, integration, and adaptation.*

Results

The results showed that the effectiveness of BUMDes in empowering the people of Tanjung Rejo Village in Percut Sei Tuan District, Deli Serdang Regency had been going well, in line with the purpose of establishing BUMDes.

Over time, the community began to be integrated to help run programs made by BUMDes. However, there are several obstacles faced, including the inequality of programs throughout the village community and the lack of support from the local and central government.*

BUMDes always adapts to meet the needs of the people of Tanjung Rejo Village and help the community to be more independent and increase community participation in order to empower the potential of the village.*

Analysis

Analysis of the effectiveness of BUMDes in Tanjung Rejo Village shows that despite significant developments, existing challenges require special attention.

The inequality of the program, for example, is one of the causes of the community has not been fully involved. A more active community in BUMDes is often followed by other communities after seeing the success of the program, which shows the importance of communication and promotion of the results achieved by BUMDes.*

Therefore, BUMDes needs to conduct more intensive socialization and develop more inclusive programs in order to reach all levels of society.*
