Inaccuracy in drug planning is generally caused by factors such as lack of adequate human resources and inaccurate basic data.

The study found that the planning process for drug requirements was often inadequate, leading to stockouts and disruptions in public health services. The availability of drugs was not optimal, which hampered the healing and prevention of disease.
