Introduction

The village fund management policy has been implemented in various regions of Indonesia to improve the welfare of the community. Marihat Mayang Village is a rural area located in Hutabayu Raja District, Simalungun Regency. The village has a population of approximately 5,000 people and is characterized by limited access to transportation, public services, and economic opportunities. The village fund management policy was implemented in Marihat Mayang Village in 2015 with the aim of improving the welfare of the community.

Methodology

This study uses an explanatory approach with purposive sampling technique, involving 50 respondents from the people of Marihat Mayang Village. Data was collected through interviews and analyzed using the MC Nemar and Chi Squares Statistical Tests. The study examines the differences in conditions before and after the village fund management policy was applied, especially in the aspect of mobilizing transportation access, public services, and income levels in the village.

Results

The results of this study show a significant difference before and after the village fund management policy was applied. There is an increase in access to transportation and public services in Marihat Mayang Village. However, this research found no significant differences in the level of community income.

Increasing access to transportation and public services

The results show that the village fund management policy had succeeded in increasing transportation access and public services in Marihat Mayang Village. This increase may be caused by the targeted allocation of village funds for infrastructure projects, such as road and bridge construction, as well as to improve the quality of public services such as the Village Health Center.

There is no significant difference in the level of income

This study found no significant differences in the level of community income before and after the village fund management policy was applied. This may be caused by several factors, such as:

Lack of programs that focus on improving the economy: Although village funds are allocated for various projects, it is possible that programs designed to increase community income, such as entrepreneurship training, are not effective or less focused.
The low absorption of local labor: Projects funded by village funds may not fully involve local workers, so that the impact on increasing community income is limited.
Limited market access: Although transportation access has increased, the community may still face obstacles in accessing a wider market, so it is difficult to increase their income.

Discussion

The results of this study provide several implications for the implementation of village fund management policies in Marihat Mayang Village. The study suggests that the village fund management policy has great potential to increase development at the village level, but the implementation of this policy needs to be studied continuously and adjusted to specific conditions in each village.

Recommendation

The results of this study provide several recommendations to increase the effectiveness of village fund management policies in Marihat Mayang Village:

Improve programs that focus on improving the economy: Pemdes Marihat Mayang can consider more structured programs to increase community income, such as entrepreneurship training, business capital assistance, and the development of local economic sectors.
Increasing the absorption of local labor: Pemdes need to pay more attention to the use of local workers in projects funded by village funds.
Improve market access: Pemdes can collaborate with local governments and private parties to increase market access for local products, such as through marketing and promotion programs.

Conclusion

This study provides concrete evidence that the village fund management policy has great potential to increase development at the village level. However, the implementation of this policy needs to be studied continuously and adjusted to specific conditions in each village in order to produce an optimal impact on the welfare of the community.

Limitation

This study has several limitations. The study only examines the impact of the village fund management policy on development in Marihat Mayang Village and does not generalize the results to other villages. Additionally, the study only examines the impact of the policy on transportation access, public services, and income levels and does not examine other aspects of development.

Future Research

This study suggests several directions for future research. Future studies can examine the impact of the village fund management policy on other aspects of development, such as education, health, and social welfare.
